The Collapse of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The chain of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are waged: optimistic declarations are released from multiple capitals. Significant resources is expended on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability provided through current data. From vantage locations, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through partner states. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: maybe the incoming missile won't strike its target this time, protecting urban areas from devastation and another blackout.

Ongoing Risks

Following this, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a defensive team – probably Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and utility failures in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a need that European nations are clearly incapable to substitute in the near term.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new proposal from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This pattern will, certainly, persist.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration works based on a assumption well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unrealistic to force Russia to relinquish the land that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not shift further in its favour in the months ahead.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a entire defensive failure until conditions improve in its advantage.

Current Realities

Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their mission will now be much harder after current events, it remains quite doubtful that this will modify their basic position.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all did their job.

While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
