UK Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a latest survey of municipal councils, English councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that 60% of local authorities are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and land to support their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a high proportion of authorities seeking to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and utilising savings to weather increasing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the strategy.

Local Levy Increases and Wider Financial Pressures

This research of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of authorities will have to raise local levies next spring to cover the growing cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He continued: “There are demographic pressures which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

Research of regional authorities recently also found council budgets being stretched by the growing number of children and adults requiring special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by 2029, as they struggle to cope with increased demand.

Ministers have delayed planned reforms to the Send system until next year after a policy document outlining those reforms has been postponed.

Disadvantage and Financial Shortfalls

Based on the latest indices of deprivation (IMD) covering English councils, several key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 IMD measures,” noted the report.

“Although only one key city is among the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and responds to the actual extent of disadvantage and need,” stated Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the study revealed.
